    Just reread my comments and realize my attempt at humor was a bit off. Clearly, the rate increase request will mostly pay for other things besides a net increase in the return on capital. I suppose that executive bonuses are among the unnamed expenses, and Perhaps costs for schmoozing regulators.

    The question is: How much might public ownership reduce the water costs? The answers seem to be clear from the April application for an increase of 2.77% in rates to Enable an increase of .08% in return on capital, a 39 to 1 multiple.. Thus, if a public Utility could borrow at 6% (a 2.1% decrease from the present) not unreasonable for a monopoly in an affluent area), water rates could drop by 80%, give or take. Actually, the application’s math is a bit suspect, and the ratio is probably a bit nonlinear. However, a potential 50% decrease is indicated. Use their numbers to show how a reasonable return would cut water bills in half.

    please provide an estimated profit and loss or cash flow statement and balance sheet for the first 5 years of public ownership.

    We are all fighting in our local communities for pretty much the same thing: Affordable Water Rates. Good. How about communicating and cooperating in a statewide network to convince our respective legislators to reform the cPUC Ratemaking Process?

    Fellow PWN petitioners: Troy, myself, my wife Diane & Dan Turner sat at the Farmers Market today & collected signatures.
